Scholar/Student - J-1 Exchange Visitor English Proficiency Form

Use this form to measure English proficiency of J-1 Exchange Visitor (Scholar, Student).

In accordance with the US Department of state regulation in order for OIP to issue J-1 visa application document, the Hosting Department and/or J-1 Applicant must submit the “Objective measurements of English language proficiency”. As a means to meet this new regulatory requirement, a Hosting Department and/or a J-1 Applicant must submit one of the following proofs of English language proficiency together with all other required supporting documents:

1.     “A Recognized English Language Test” [22CFR 62.10(a)(2)]
Recognized English Language Tests:

TOEFL, IELTS, Cambridge Michigan Language Assessment, Pearson PTE Academic, University of Cambridge ESOL Examinations/ Cambridge English: Advanced (CAE), BULATS, Canadian Academic English Language Assessment (CAEL), the Canadian English Language Proficiency Index Program (CELPIP), etc.

2.     “Signed Documentation from an Academic Institution or English Language School," or [22CFR 62.10(a)(2)]
Suggested Signed Documentation:

A.   Certificates from an English language training program at an accredited institution or English language school.
B.   Transcript or diploma for a Bachelor, Master/Doctorate program from a university in English speaking country or from a university that teaches courses in English, etc.

3.    “A documented Interview Conducted by the UTSA Hosting Department either In-Person or by Videoconferencing, or by Telephone if Videoconferencing Is Not a Viable Option" [22CFR 62.10(a)(2)]
a)    A documented interview conducted by the UTSA Hosting Department
b)    A documented interview conducted by the UTSA ESL Program assessment specialist
